Construction Industry Training Fund - Training Subsidy

If you are working in the Building and Construction Industry in Western  Australia, this course may attract a subsidy from the CTF. Subsidies are available to help reduce training costs for eligible businesses and employees to develop and enhance their skills.

Eligible individuals and/or employers seeking the Supplementary Skills Subsidy, need to submit the appropriate claim form on successful completion of the course. Contact the CTIF on 9244 0100 or email them for more information.

Classroom Delivery

Study in a face to face classroom environment; supported by our Facilitator, Learner Guide, Assessment Guide; Practical Activities and Class Discussion. Partial completion of Assessment Guides can be achieved in class time with the balance of Assessments completed in your own time.

Time Commitment 

Nominal minimum hours of study plus individual research and on the job application is 40 hours (normally over a period of 2- 4 weeks) from commencement. During the balance of the time, learners will be engaged in work-based/simulated work-based (portfolio building) activities and assessments.

Students are required to complete and submit all assessment requirements within 3 months of commencement.

Course Overview 

Blue Asbestos

This nationally recognised course will equip you with knowledge and skills that will help you supervise and direct employees in the safe removal of asbestos or where they may be working in an environment that exposes them to Asbestos. Supervisors must also complete the CPCCDE3014 Remove Non-friable Asbestos unit.

This course has become a requirement for some contractors and their employees to obtain, if you are planning to:

  • undertake work in the Telecommunications Industry i.e. NBN related
  • working on a site that is owned or controlled by the Federal Government
  • working in other states of Australia

Course Structure

This CPCC Course includes training and information on:

  • Legislative requirements and compliance
  • Supervision of staff in the removal of asbestos
  • Identifying types of asbestos
  • Health issues relating to asbestos exposure
  • Conducting risk assessments
  • Identifying hazards, controls and safe work methods
  • Planning asbestos removal
  • Processes and tools required for safe asbestos removal

This unit of competency specifies the outcomes required to supervise the removal process for friable and non-friable asbestos-containing material (ACM). The unit includes planning for and supervising the removal process, including preparing the work area and the work site, using safe and compliant removal practices, maintaining safety procedures, and supervising the decontamination and removal processes.

Ensuring compliance with the asbestos removal control plan (ARCP) is central to the effective performance of the role. This includes ensuring and documenting that required air monitoring and other testing and certification processes are conducted by licensed asbestos assessors according to legislation.

Site location for work may be either domestic or commercial, and may be a demolition site, a new work site or an existing structure being renovated, extended, restored or maintained. Project sites may be construction sites and may also include ships, soils and fences.

Licensing/Regulatory Information

Occupational licenses are required nationally.

Work must be completed according to relevant legislation, the Code of Practice for the Safe Removal of Asbestos, industry guidelines, customer and organisational requirements, including work health and safety (WHS) policies and procedures.

Regulatory mechanisms apply to this unit. This unit is required for all supervisors of the ACM removal process. Candidates are advised to check for regulatory requirements.

Entry Requirements/Pathways / Pre-Requisite

There are compulsory pre-requistes required for this course. You must evidence that you hold these units of competency:

CPCCWHS1001 Prepare to work safely in the construction industry (also known as Construction White Card)

CPCCDE3014 Remove non-friable asbestos

CPCCDE3015 Remove friable asbestos

Note: a White Card or a Blue Card issued prior to 11 May 2009 is NOT valid, for the pre-requisite.

Articulation Pathways from the Qualification

On completion of this unit of qualification, you may undertake further specialist qualifications; eg Certificate IV in Work Health and Safety (BSB41419); and Certificate IV in Project Management Practice (BSB40920) or generic qualifications such as Certificate IV in Leadership and Management (BSB40520; OR Certificate IV in Business (BSB40120).

Each applicant will be interviewed to ensure suitability of the program for the individual and his/her current position and/or career path.

Other Asbestos Courses

There is a range of asbestos courses available to suit an individual, workplace and Legislative requirements. Some of these courses are not nationally recognised units of competency, but may be a requirement for your situation. Please contact us to discuss your situation and gain further information or guidance. An example is the following course which is a requirement for asbestos removal companies who wish to obtain a Restricted Asbestos Licence from WorkSafe WA.

Restricted Asbestos Licence (separate course)

A Restricted Asbestos Licence (WSRAL001) is required by law in Western Australia for the removal of materials that contain non-friable asbestos. Holding a current licence allows your company to remove amounts exceeding 10 square metres  of bonded (non-friable) asbestos. Removal of Friable asbestos requires an Unrestricted Licence. Please contact WorkSafe WA for further information.

You can complete the WSRAL001 course on the same day as the Superviser Course course for an additional $100.

Application for WorkSafe WA Restricted Asbestos Removal Licence WSRAL001

The RAL course is a pre-requisite for your application to Worksafe to receive your Restricted Asbestos Licence for WA. This licence is valid for three years. For more information on this licence, the application, fees and Worksafe requirements, please visit their website  click here.

Note: Worksafe licence applications require an application and licence fee payment in addition to this course.
